Reflection is a phenomena of bouncing of light rays if they hit a surface. While in refraction the path of light ray is bent when it travels from one medium to another medium. So at the interface of the two media, some part of light may bounce back, i.e. reflection while some may pass through the medium which a different path due to refraction.
The laws of reflection and refraction are different.
While the angle of reflection is always equal to the angle of incidence, the angle of refraction is not equal to the angle of incidence.
