Did the totalitarian government have an appeal to the masses? Why?

Totalitarian government is a dictatorial government. Totalitarian forces can only have an appeal to masses when the economic situation of a country is bad under a democratic government. Leaders of the dictatorial government try to appeal to the people based on improving the economy and provide jobs when they come to power. This enticed the people who voted for them. However, once they (totalitarian forces) get power, rights and freedom of the citizens are taken away.
