Council of ministers is real head of state executive though they are selected by chief ministers under governor of the state.Justify the statement

The Council of Ministers headed by the Chief Minister exercises all the powers and functions of the Governor of the state.  Therefore, they are the real executive of a state. However, discretionary powers still remain with the Governor.
