If equation of the circle
(x-(3p+1))2 + (y-(2p-1))2 = 102
Since the circle passes through (-1,-3)
(-1-(3p+1))2 + (-3-(2p-1))2 = 102
(-3p-2)2 + (-2p-2)2 = 100
13p2 + 20p + 8 = 100
13p2 + 20p - 92 = 0
p = {-20±(400+4x13x92)1/2}/26 = {-20±72}/26
Hence p = -92/26 = -46/13 or 52/26 = 2.
