Expert Answer:
The electrons will flow only on earthing the further end of the sphere. Electrons flow from the earth to the sphere and neutralize the positive charge at that end of the sphere.
The negative charge at the end of the sphere, close to the rod, is attracted by the rod so it cannot move. It stays bound.
