The Permanent Settlement was considered better than the previous revenues because the revenues of land were fixed for a period of ten years. It means that revenues could not be increased for next ten years. Hence the Company expected that the zamindars would make efforts to improve the quality of land.
However, it is to be noticed that this system had its disadvantages also. The zamindars were made the owner of the land and they exploited the peasants.
