can we say that if a body's centre of mass is at rest then its linear momentum is always conserved? please support the doubt with a suitable example...

If the body's centre of mass is at rest , there is no translational motion . It may have rotational motion .
 
For example a circular disc is rotating about axis passing through its  centre of mass.
In this case centre of mass is at rest but disc is rotated .
 
Hence, if the body's centre of mass is at rest , there is no translational motion,
hence conservation of linear momentum is not applicable.
