Expert Answer
When the object is in motion, then at any given time, either it can have accerleration, retardation or no change in velocity i.e. 0 acceleration. It can't have acceleration and retardation at the same time for that would mean that there is either a resultant acceleration or retardation or 0 acceleration depending on their relative magnitude. However, it can have both acceleration and retardation during its motion at different time points.
