can a body have energy without momentum & momentum without energy?

Dear student
Yes, a body can have energy without momentum. e.g. a stone lying on a cliff at a height h from the ground has energy (=mgh) but no momentum, since it's velocity is zero.
But it cannot have momentum without energy.
