When he stand upright, the normal reaction force, passes through the CG, where the weight is acting.

When he bends forward, the CG shifts and the normal reaction no longer passes through the CG. And the normal reaction now results in a net unbalanced torque. The rotational equilibrium is lost, and he falls down.
