Basisity of amine depends upon few other factors too.
But as per the question it depends only upon the number of hydrogens attached to nitrogen.
If a +I group is attached to nitrogen, it will also increases the basisity of the compound, as it will increase the electron density on nitrogen.
Number of hydrogens of whole compound never determine basisity at nitrogen centre. For example aniline (C6H5NH2) is a weak base than ammonia or methyl amine though it has more hydrogens.
