The dipole moment of o-dinitrobenzene is maximum.
 
The dipole moment of option1 and 4 are para isomers are canceling each other because they are exactly same hence there dipole moment is zero.
In case of option 2 and 3, both are ortho- isomers only differ in the substituent, among the nitro and chloro group nitro exerts maximum dipole moment.
