Let us proceed with a assumption that least possible votes are 2.

So our candidate will get 1, as he can't get both, since it'll be then 100%.

So this doesn't work out.

Let's try 3, and candidate gets 2 vote, then 2/3 = 0.666 i.e. 66.66 %

Try 4, then 3/4 = 0.75 i.e. 75%

We find the total votes must be at least 17, since 16/17 = 0.9411 i.e. 94.11%
