The desired number should be of the form

N = 3a+1 =3a'-2  = 5b+3 = 5b'-2 = 7c+5 = 7c'-2 = 9d+7 = 9d'-2 i.e. 2 less than multiple of 3,5,7,9 i.e.

LCM of 3,5,7,9 - 2 = 315 - 2 = 313 but still this number is not a four digit number so we will look for a number which is of the form 315k + 313 and close to 9999.  for k = 30 we get 315*30 + 313 = 9763.

 

So the desired number is 9763.
