statement a is ambiguous as it is not mentioned clearly that whether the trend is reducing power or reducing agent order.
(M / M2+) Fe = 0.44 V Co = 0.28 V Ni = 0.25 V
Since the the oxidation potential of Fe / Fe2+ is the highest, it has the greatest tendency to oxidise itself and hence reduce other.
So, if we take it as reducing agent,
the order will be Fe2+ > Co2+ > Ni2+
And if we take the reducing power,
the order will be Fe2+ < Co2+ < Ni2+
Hence, option c is the correct option.
