According to Joule's law of heating, H = v2 t / R
In the given case, V and t are constant . So, ratio of heats i.e.
Hs / Hp = Rp / Rs
Here, Rp and Rs are resistances in parallel and sries respectively.
Rs = 2 + 4
Rp = ( 1/2 + 1/4 )-1
