The insect is sitting at the edge of the wheel. When the wheel completes one rotation, the insect comes back to the same position on the wheel. Hence, its displacement should be zero.
But, in the mean time the wheel has moved forward by 11 m along a straight line path. Hence, the final position of the insect is 11 m away from the initial position along the straight path.
Hence, the displacement of insect is 11m.
