HCl is a strong and acid and dissociates almost fully to rapidly to produce mobile ions which conduct electricity .On the other hand Acetic acid is a weak acid and dissociates feebly.Thus,it is not able to produce sufficient ions for conduction of electricity.
Please post other parts of the question individually as we cannot entertain multiple type questions .
