The difference between ac current and dc current is its frequency. The frequency of a dc current is zero. The frequency of ac current is something higher. The danger from electric current vary with frequency.
Also the voltage is not important but the electric current that flows ultimately.
At DC, your skin is a high resistance insulator. At very high frequency, your skin is a low-impedance capacitor.
Hence, AC with high frequency is dangerous than DC.
