when we take numbers(say 1,2,3...) in physics, we mean the magnitude, so if we say that the ratio of electric field due to electric dipole at point distance 'r' along the axial line and along its equaltor is 2:1 means the "magnitude of electric field is axial line is twice than that of the equatorial"
