Let the rise in the height of the cylinder be h and r1 and r2 be the radius of cylinder and sphere respectively.
r1 = 16/2 = 8cm
r2 = 8 cm
Volume of the water displaced in the cylinder = Volume of the sphere
pi*r12*h = 4/3 * pi*r23
(8)2 *h = 4/3* (8)3
h = 32/3 cm
