The balloon is rising and the body is dropped from it.
At the instant of dropping the body, the person A will feel that the body is going up as the balloon itself is rising.
 
Person B is in the frame of baloon, hence the body is stationary as seen by him. Hence, when he drops the body, he will observe it going down.
 
Hence, the correct answer is option [D].
