a plane closed loop is placed in a uniform magnetic field. in what ways can the loop be moved without inducing an emf? Consider motions of both translation and rotation.

Emf is produced if there is any change in the flux through the loop.
Since field is uniform, thus it does not matter if we move the  loop perpendicular to the magnetic field or in its direction untill it doesnt change the area of loop or take the loop out of the magnetic field.
This statement includes both rotational and translational movements
