a negatively charged rod is brought close to some small pieces of neutral paper .the positive sides of molecules in the paper are attracted to the rod and negative sides of the molecules are repelled.since the negative and positive sides are equal in number,whydon,t the attractive and repulsive forces cancel out

As the positive charges are at near end and the negative chargess at the farthest end so the force of attraction will be more effective than the force of repulsion.
