the boy travels first 1 km at a speed of 3km/hr by formula t= d/s  the time taken by that boy to travel first 1km is 1/3 hr,

now the boy has to travel the next 1 km in (1/2-1/3) hr ie 1/6 hr

let us assume that the speed of this trip is s km/hr

keeping distance 1km and time 1/6 by formula s=d/t the speed will be 6km/hr.
