let the diameter of cylinder be d.

then volume of the cylinder = pi*(d/2)2*d = pi*d3 /4

now diameter of the ball  d' = d/2

volume of the balls = 4 * ( 4/3 pi (d'/2)3 ) = 16/3 pi (d/4)3 = pi*d3/12

the equal volume of the water will flow out which is  pi*d3/12

which is 1/3 of the total water which was in the cylinder i.e. 33.33% water flow out.
