In order to determine a set of equations consistent or inconsistent, we can draw their graph and can see whether are they parallel, coinciding or intersecting lines. So depending on the situation, the set of equations are called as inconsistent, dependent or independent respectively. 
 
In the given question, you forgot to mention the second equation. So please provide the other equation as well so that we can answer your query.
