1 how many 3 digit numbers can be formed using the digits 0,1,2,3 without repetiing

When we use the digits 0,1,2,3 for making 3 digit numbers, we have a restriction, we can not use the digit 0 in the first place, otherwise it will become something like 021 that becomes a 2 digit number.
 
So, for the first place we have 1,2,3 in total 3 options. After this for the middle place, we can use 0 also, so we have again 3 options for the middle place. And finally for the last place, we have 2 options.
 
So total number of 3 digit numbers = 3x3x2= 18
