Why is the Interphase known as the resting phase??????

Originally interphase of the cell cycle was called the "resting stage", since light microscopy could not detect any activities taking place within the cells. So it was thought that the cell is resting without carrying out any activities.
Today, however, it is known as a stage of considerable activity at the molecular and sub-cellular level. Interphase is a busy time in the life of a dividing cell, wherein the cell makes many preparations to carry out the actual division.
