What is the difference between a power set & a universal set

Power set of any set A is the collection of all the subsets of A. For example, let A = {1, 2}.
The power set of A is given as 
P (A) = {?, {1}, {2}, {1, 2}}.
 
Universal set of A is the set U such that A is a subset of U. On may be take U as {1, 2, 3} or {1, , 5, 9} etc.
