a horse is hitched to wagon since it pulls back on the horse just as hard as the horse pulls on the wagon.why does not the wagon remain in equllibrium?

Yes its true that in a horse wagon system the total force on a horse is zero. However we are forgetting that the horse when pushes down the road, there is a huge frictional force on the horse which causes the net force on the horse to be non zero and on the wagon, the rope connecting has a tension which pulls the wagons.
