why in higher oxidation states of transition elements acidic character is prominent?

In higher oxidation states of transition elements acidic character is prominent because the electron density on the transition elements become very less due to which it become electron deficient and behave as a Lewis acid. For example,MnO(II) is basic while Mn2O7(VII) is acidic.
