Scattering of conduction electrons in an imperfect conductor is the physical cause ofresistanceResistance is *defined* as the voltage drop across a conductor divided by the current passing through it. That is R=V/I. That's Ohm's Law. Resistors are electrical components specifically engineers to have resistances of various values.
