Why at the highest point H in a projectile velocity becomes 0.

The vertical component of velocity in a projectile motion becomes zero because the acceleration due to gravity works vertically downwards opposite to that of projectile motion. And at the highest point the projectile will cease to move further only when its vertical velocity is zero.
Note that at the highest point the horizontal componenet of the velocity of the projectile is not zero. this component gives the horizontal movement to the projectile.
