No they are not, the number of electrons of an atom is the same number it has as its atomic number, and the same number as its number of protons. 
i.e.: Nitrogen
atomic # : 7
electrons: 7 (valence electrons=5)
protons: 7
mass number :14
neutrons: 14-7 = 7
