tan fi= (Xc-XL)/R or tan fi= (XL-Xc)/R??

in   tan fi= (XL-Xc)/R  for voltage leads the current by fi.
XL>XC that circuit is called inductance dominated  circuit.so  fi will be positive there.so voltage will lead the current by phase angle fi.
when XC>XL that is capacitance dominated circuit, fi is negative.voltage lags behind the current by fi angle.
for NCERT  one it is given for lagged by fi angle.
there is no contradiction...follow any one.
