The electric field due to cylindrical charge of infinite length at a distance equal to its radius from its surface E1 = ? / 2??0 2r = ? / 4??0 r, where r is the radius of the cylindrical charge distribution and  ? is the charge density.
 
The electric field due to cylindrical charge of infinite length at a distance equal to its radius from its axis that is on the surface, E2 = ? / 2??0 r  
 
So E1 / E2 = 1 / 2
