When a perpendicular is drawn, does it divide the line it meets in two equal halves?

Two lines are said to be perpendicular if they meet at right angles. The perpendicular line will divide the other line in two equal halves if and only if it is a perpendicular bisector of that line.
Perpendicular bisector is a line which cuts the other line into two equal parts at right angle.
