METHYL GROUP HAS a +I effect ,thus tertiary carbon atom has comparatively more partial negative charge than a primary carbon atom.Than why does it still undergo SN2 NUCLEOPHILIC rxn? Why is it still attracting a nucleophile ???pls help me..

Actually, in case of tertiary SN1 reaction occurs and its electrophilic and not nucleophilic (more positive charge than negative).
