Can a fluid be viscous and at the same time have a steady flow...?What is the relation between viscosity and steady flow..?(Please be specific)

Ya possible then only the layers of the liquid flows together. As the upper layer of liquid moves in the steady flow it takes the lower layer with it due to viscous force between two layers.
