We never use INSULATING WIRE  in solenoid. we use "INSULATED WIRE"
The difference is in insulated wire the wire is conducting and a coat of insulating material is on that wire, just like usual electrical wire use.
This done to prevent the current to take the shortest path from the contacts between two consecutive turns in a solenoid instead of going round the turns.
